Every Shopping ad in Europe runs through a CSS
When a shopper searches for a product on Google, the Shopping carousel at the top of the results page is where buying decisions start. In European markets, no merchant advertises there directly. Every Shopping ad is placed through a Comparison Shopping Service (CSS), and Google Shopping itself is just one of them.
That makes your choice of CSS a structural decision, not a vendor decision. It determines how much of your bid actually enters the auction, who does the work of running your campaigns, and whether you pay for clicks or for confirmed sales.
Shopping ads are built on your product feed
Shopping ads work differently from text ads. There is nothing to write and nothing to target manually. Google matches shopper search queries against the product data in your Merchant Center feed: titles, prices, images, availability, GTINs, and category attributes. When a query matches, Google runs an auction to decide which products appear in the carousel and in what order.
Placement depends on your bid, the relevance of your product data to the query, and the quality of your feed. Because the ad is generated from the feed, feed quality is the single biggest performance lever a merchant controls.
A CSS is the platform that enters the auction on your behalf
A Comparison Shopping Service is a Google-approved platform that lists your products and places Shopping ads for them. Your CSS submits bids into the auction using your feed data, and the winning ads appear in the carousel with the CSS name shown beneath the listing.
Google distinguishes between CSS Partners and Premium CSS Partners. Premium status is certified by Google and comes with direct Google support and earlier access to programme developments. Shoparize is a Google Premium CSS Partner operating across 21 European markets.
The auction protects you from paying more than the market price
Google runs a second-price auction. You never pay your own bid; you pay just enough to beat the next competing merchant. Two consequences matter for merchants:
- Your CPC is always set by competing merchants, never by your own CSS partners.
- Google deduplicates bids at the merchant level. When multiple CSS partners submit bids for the same product from the same merchant, only the highest bid enters the auction. You never bid against yourself.
There are three ways to pay a CSS, and the model shapes the incentive
Cost-per-click or retainer. You fund the media budget and carry the click risk. The CSS earns whether or not the clicks convert.
Subscription. You keep running your own campaigns and pay a fixed monthly fee for the CSS switch and its bid advantage. Low cost, full control, and the click risk stays yours because the budget is yours.
Pay-per-sale (CPA). The CSS invests the media budget, manages the campaigns, and earns commission only on confirmed sales. If the campaigns generate nothing, you pay nothing. This is the only model where the partner's income depends entirely on your results.
Shoparize offers the second model as Premium CSS, a subscription where you retain full control of your own campaigns, and the third as Managed Ads, pay-per-sale campaigns run by local experts across Google Shopping, Bing Shopping, and Shoparize.com.
Running multiple CSS partners expands coverage without raising costs
Because Google deduplicates at the merchant level, you can run your own campaigns and a managed CSS layer at the same time, using separate Merchant Center sub-accounts. The managed layer captures auctions your own campaigns miss: long-tail queries, product variants, and time windows where automated bidding pulls back. For most merchants with meaningful inventory, a multi-CSS setup is the standard recommendation, not an edge case.
A CSS layer does not cannibalise your existing campaigns
This is the most common objection, so here is the mechanism in full.
Google deduplicates bids at the merchant level, not the CSS level. Only your highest bid for a product enters the auction against other merchants, so you never compete with yourself and never pay twice for the same click. Your CPC is set by the next competing merchant. A CPA-based CSS layer is therefore additive: it wins auctions you would otherwise have lost, and you pay only when a sale results.
You should still hold any partner to proof. Ask for query-level and order-level reporting, separate tracking from your own campaigns, and the option to exclude brand terms. A partner confident in incrementality will show you the data rather than ask for trust.
Four factors decide whether CSS works for you
- Feed quality. Accurate titles, prices, stock, and GTIN coverage decide how often you enter auctions at all.
- Competitiveness. Well-priced products with reviews and reliable availability convert the clicks you win.
- Demand. There must be sufficient search volume for your products or category.
- Partner setup. The right model for your team: managed on pay-per-sale if you want a partner running the work, subscription if you want the bid advantage on your own campaigns, or both in parallel.
