Introduction

Shopping visibility depends in part on how your products enter Google’s advertising system. In countries covered by CSS requirements, that means choosing whether Google Shopping or another Comparison Shopping Service submits your ads. A certified CSS partner can give the same nominal bid more weight in the auction while you continue running campaigns in Google Ads. Whether that is the better arrangement depends on partner fees and services, and greater bid weight does not guarantee a lower cost per click.

What is a CSS or Comparison Shopping Service, and why does it exist?

A Comparison Shopping Service, or CSS, is a website that brings together offers from different merchants so shoppers can compare prices and product features. Google Shopping is itself a CSS. In countries covered by Google’s CSS requirements, a merchant needs at least one CSS for Shopping ads or free product listings.

The independent-partner arrangement followed a 2017 EU ruling concerning Google’s preference for its own comparison-shopping service.

What changes when I run Google Shopping through a CSS partner instead of Google Shopping directly?

With Google Shopping’s own CSS, that service submits your Shopping ads. With a partner, the partner submits them instead; who manages the campaigns depends on the service you buy. Under our Premium CSS plan at Shoparize, you fund and control your own Google Ads campaigns while we submit the ads as a certified CSS partner.

The auction difference is separate from the amount you pay for a click. In our bid illustration, a €1.00 bid enters the auction at an effective €0.80 through Google’s CSS, compared with €1.00 through our CSS. That is 25% more bid weight relative to €0.80. It is not a promise that your actual cost per click will fall by 25%.

Fees therefore belong in the comparison. Our Premium CSS price is €27 per month per Merchant Center, plus €21 per month for each additional shop, with no sales commission or performance fee. Other CSS arrangements can include self-service tools, feed or campaign management, a fee per click, or a commission after a sale, according to Google’s CSS guidance. Compare the total charge with the work you want the partner to perform, not just its auction claim.

The service distinction matters if you want someone else to run campaigns. Under our Managed Ads arrangement, we fund and manage separate campaigns on a pay-per-sale basis; it can run alongside Premium CSS without replacing your own campaigns. Our Comparison Shopping listings are a separate channel. We also describe priority support for merchants through our Google Premium CSS Partner status, which is a service consideration rather than a measure of CPC savings.

What’s the difference between Google Merchant Center and Google Ads here, and do I need to move either?

Merchant Center holds the product data Google uses to determine how and where Shopping ads appear. Google Ads is where you manage the Shopping or Performance Max campaigns that use that data. Changing the submitting CSS is not the same as moving product data or handing over campaign management.

For our Premium CSS, we require no new feed or account migration, and you retain control of your Google Ads campaigns. The relevant setup change is the CSS associated with your Shopping activity. Ensure that association is the one you intended before judging campaign results.

Can I switch away from Google Shopping’s CSS and switch back later?

Yes. A Merchant Center account can be switched from one CSS to another, so choosing a partner does not make that association permanent. Changing the account’s CSS association and ending a paid subscription are separate actions; do not assume that doing one completes the other.

Our Premium CSS subscription has no long-term contract and can be canceled at any time. We also provide a 30-day trial without a credit card requirement or a cancellation fee if you cancel before it ends. If you switch back, confirm the Merchant Center association as well as the subscription status.

Where is the CSS program available, and can I use more than one CSS partner?

Google lists 21 CSS-required countries: Austria, Belgium, Czech Republic, Denmark, Finland, France, Germany, Greece, Hungary, Ireland, Italy, the Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Spain, Sweden, Switzerland, and the United Kingdom. Check the countries where you advertise against that list rather than treating all European markets as interchangeable.

You can work with several CSSs at once. Google’s Comparison Shopping Partners portal lets you filter partners by country, industry, supported language, and technical capabilities. Those filters help narrow the choice; the partner’s fees, services, and supported markets determine whether it fits the campaigns you intend to run.

The CSS choice changes auction entry, not guaranteed click costs

For merchants advertising in CSS-required countries, a partner can change the weight of a Shopping bid without taking campaigns out of Google Ads. The sound arrangement is one whose fees and services fit your campaign needs, whose intended CSS association is in place, and whose actual costs and results you can monitor and optimize.
