Three things should be in place: a Google Merchant Center account, an active product feed, and a CSS partner.

Your Merchant Center holds the product data Google uses for Shopping: titles, prices, images, availability, shipping details, and target markets. Your feed should be active and approved, with enough product coverage for the markets you want to advertise in.

The CSS partner is the provider that will represent your products in Google Shopping auctions. When you switch, your existing Merchant Center is registered under the CSS partner’s group. Your products then enter auctions through that partner instead of Google’s own CSS.

Switching CSS does not affect your existing campaigns, campaign history, or performance data. It changes the route your products use to enter Shopping auctions.
